ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Oversees area plan activities including community needs assessment, analysis, planning, and implementation of planning documents, annual contracting procedures, and community development strategies in accordance with relevant rules and regulations.
- Collaborates with COO and service line leaders in development and implementation of Program Development objectives as part of the Annual Implementation Plan.
- Maintains, compiles, analyzes, and shares the results of ongoing community needs assessment, planning, and implementation activities with service line leaders, agency board and advisory council, and community stakeholders.
- Organizes and leads efforts to convene community partners and stakeholders in initiatives and projects strategically aimed at resolving needs identified with a focus on innovative solutions and leveraging opportunities for collective community impact.
- Leads development and implementation of community development projects and programs including operations, budget management, and programmatic and fiscal reporting.
- In conjunction with leadership staff, develops payment models, explores and pursues opportunities for advocacy, funding, and expansion of services.
- Collaborates with COO and service line leaders in identifying funding needs and opportunities, collecting information for and drafting grant applications.
- Monitors and manages annual contract budgets and service delivery outcomes and trends in order to identify and address needed program and service development activities.
- Collaborates with team members across the organization embracing horizontal process improvement and community service development through innovation and solution-focused strategies.
- Works with AAA accounting and information systems staff to assure availability and efficiency of needed monitoring tools, maximization of electronic capability, and accurate and timely completion of fiscal and program reports.
- Works with Quality and Compliance services on development, monitoring and refinement of quality initiatives and corresponding metrics.
- Maintains up-to-date knowledge of and compliance, regulatory, and programmatic requirements for covered programs and services, and sufficient knowledge of other AAA programs and services to assure coordination and collaboration.
- Maintains appropriate fiscal and programmatic compliance, records, and reports.
- Serves as AAA representative on varied local and state level entities as requested.

Directly supervises employees including supervisory and/or team lead staff. Carries out supervisory responsibilities in accordance with agency’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employee(s); planning, assigning and directing work; appraising performance; rewarding and disciplining employee(s); addressing complaints and resolving problems.

EDUCATION AND/OR EXPERIENCE:
Requires Bachelor’s Degree in human services, education, or related field or equivalent work experience. Excellent computer, data analysis, interpersonal and written and verbal communication skills, as well as the ability to plan, organize, and handle multiple tasks independently and as a team member, is essential.
REASONING ABILITY:
Ability to accurately define problems, collect data, establish facts, and draw valid conclusions. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
OTHER SKILLS AND ABILITIES:
Excellent oral and written communication and interviewing skills are required with a capability to listen effectively and work well with people on a personal level. Good judgement must be used as well as an ability to deal with confidential issues. Must have the ability to analyze budget and policy material, write well, and manage time.
LANGUAGE SKILLS:
Ability to read, analyze, and interpret general business periodicals and professional journals, financial reports, and legal documents. Ability to write reports and correspondence. Ability to effectively present information and respond to questions from customers, educators, social service personnel, regulatory agencies, and the general public.
MATHEMATICAL SKILLS:
Ability to add, subtract, multiply, and divide in all units of measures using whole numbers, common fractions, and decimals. Ability to apply concepts such as fractions percentages, ratios, and proportions to practical situations.
